At the first meeting of the new composition of the MCD, the former Chairman of the Parliament Alexey Shaposhnikov was re-elected. His opponent was Elena Shuvalova, a Communist party deputy, a graduate of the IPACS magistracy.
Alexey Valeryevich has always noted the importance of obtaining special knowledge for deputies of legislative power.

Over the past 10-11 years, we have come a long way, implemented many different forms of training – for youth organizations, for party and municipal deputies. In 2019 IPACS RANEPA MPA Program:
- for the first time in Russia received national accreditation NACBMA and international accreditation in the Association of МВАs /AMBA/ (UK)
- took first place in the rating of the international Agency EDUNIVERSAL
- celebrates its 10th anniversary.

Alexey Shaposhnikov, Chairman of the Moscow City Duma of the sixth and the seventh convocation, scientific Director of the MPA program of IPACS RANEPA.
From 2010 to 2012 he worked as a member of the Public Advisory Council of political parties at the Moscow City Duma from the party “UNITED RUSSIA”. In 2012, he was elected municipal Deputy, head of the municipal district of Rostokino. In the same year he was elected Chairman of the Association “Council of municipalities of Moscow”.
He teaches political science at the Russian Presidential Academy of National Economy and Public Administration.
