MPA is practice oriented: final project is based on the professional activity of a student, taking into account the individual experience and real-life problems to be solved. Theoretical knowledge is a basement for summarizing of the previously accumulated experience and an incentive for testing of new models and working mechanisms
MPA is a program where the state and business “meet each other”. Learning together at the same classrooms, discussing practical issues of cooperation between the society, the power, and entrepreneurship, the students have a unique chance for better understanding and more efficient cooperation in the future.

Tigran ZANKO– leads the courses: Theory and Framework of Modern Public and Municipal Administration, Legal Basis of Public Administration, Comparative Public Administration
Associate Professor of the Department of Legal Basis of Public Administration IPACS RANEPA. Candidate of Laws, Associate Professor.
Inna ANDRONOVA – Disciplines taught in the MPA program: «International Trade and Policy» and «Economic Security». Leads final projects on economics and international relations problems, economic security. Associate Professor of the Department of International Economic Organizations and European Integration, Faculty of World Economy and World Politics, Peoples’ Friendship University of Russia. Doctor of Economics: in 2015 defended the doctoral dissertation on international economic security in the period of accelerated Eurasian integration
Sergey SEMENOV– teaches at MPA since 2009. Leads the course of Strategic Management and project works of the students. Spheres of scientific interests: Economics. Organization and management. Strategic planning at the corporate, regional, and state levels, regional economy. Clasters policy. Multifactor cluster analysis. State and municipal management
Nikolay Gaponenko– Associate Professor of the Department of Economic Security, Institute of Law and National Security RANEPA, Faculty of National Security. Candidate of Economics. Disciplines taught in the MPA program: State Economic Policy and State and Local Public Finance. Since 2019 teaches also a basic course of Finance, Currency and Credit. Leads group project work
Valeria TERENTIEVA– leads courses on Psychological and Communicative competences, Leadership, and various soft-skills trainings. Psychologist, consultant on the ideology and philosophy of business, strategic management and branding, change management and market behavior, assessment and formation of the efficient teams. Expert in social and emotional competence, intercultural communications, value diagnostics, personal and professional development
The purpose of the MPA program is to prepare highly qualified specialists in the sphere of state and municipal management and public policy, with modern knowledge and skills, specialists who can provide effective functioning of public institutions, state and municipal authorities, state institutions, municipal enterprises, non-profit and other organizations.
The mission of the program: To form a new generation of state and municipal officials that have ability to ensure the country’s sustainable development in the interests of its citizens
